As of X3 v12p37, X3 folder only acknowledges 61/249 countries in misc table 909 (legislations).
For those that are not in the list, the partner is expected to have the foresight to manually customize X3 folder to account for it.
Failure to customize in the custom legislation code will lead to broken/lost legislation setup upon running folder validation from X3 folder, requiring full reimplementation from the partner side (as the custom legislation did not exist, all entries such as tax rates linked to the custom legislation will be purged as part of X3 folder validation effort).
Privately, I have missed and required to delay a Sage X3 migration implementation schedule due to this.
